Why Samsung doesn't give slow motion recording option in c9 pro. Does it want hardware. If not then come outside of business mind and give feature in all phones.

Yes it depends upon hardware. C9 pro can record a video in 1080p@30fps but slow motion requires 60fps,120fps and 240fps to record a video which depends on the device processor and camera. So it can't support this.
