why do samsung decreases Screen on time?

This is average Screen on time after updating to feb update 2020

This is average screen on time  before December update 2019

Now since i used netflix more in 2nd pic . Why the screen on time in 2nd pic is more than 1st? Is samsung purposely decreasing it?

No,they don't decrease SOT,It depends on your usage patterns.In 1st pic you have used Spotify+Audioserver ,these two things consume more battery in background.So ultimately SOT is decreased in pic 1.And on pic 2 you were continuously using Netflix+Screen in foreground and there were no apps running in background like Spotify etc.So all battery juice was used only by Screen and Netflix that's why you got more SOT in Pic 2.(It also depends on your battery health and age)
