there is no such speed meter i suggest you to download it from play Store

samsung does not provide such internet speed meter . but samsung should. instead use third party apps . it is no use . better not to use . because these day whenever your data speed reaches threshold notification will flash . anyways choice is yours. if you want to check internet speed then download a big file from good server.
