Wile i try to edit wifi advanced settings it keeps stopping... I'm trying to change my DHCP ip address but not responding settings keep stopping

Clear data of settings app and try again.

How to update settings all permissions

Long press on settings icon, select app info, then select storage, and press clear data.
Settings doesn't need any permissions to work.

I reset total phone but its same

If you have a pc, install stock firmware through Odin. This will solve your issue.
