once connecting to WiFi location icon shows

I am using Samsung galaxy A51 android phone. And I have removed the location permission for all the apps install on my phone except the apps which needs  mandatory location permission like setting and Google services. 

But whenever I connect to WiFi router (tp link Archer MR 200 ) my location seems tracked like when we use Google map even my location is switched off. I have noticed this multiple times. 

Anybody noticed it?

Have you given the location access permission to google maps?

See google tracks your location even if you disable location in your mobile.

If you want to stop this, goto your google account and pause the "location" and "web and location history".

but why it's happening while im connecting to WiFi
if some app requesting my location then as per my setting my phone should deny it
isnt it?

When we allow apps change system settings this happens.

as my location service is off no app should be able do it
it mainly happen when I connect to WiFi
