you can try via Blue tooth or WiFi direct.
Also if you have a USB C type charger, simply connect the larger ended terminal of USB wire to your PC .
that would allow u to transfer data as the phones storage would act as a hard drive

if your pc have WiFi device then simply turn on mobile data and hotspot in your mobile and search your mobile's wifi on your pc...
2nd if you don't have wifi device then connect your mobile via cable and select usb tethering from drop down notification and don't forget to turn on mobile data...
