Screen recorder can be enabled in Android 10 via ADB commands, but since the feature hasn't been officially announced, it might not function perfectly. There have been reports that it records only the top half of the screen, and I don't think a fix has been found for that.
Android 11 Developer Previews do have a fully functioning screen recorder built in, so there's hope that this feature will be launched with Android 11.
