Call recording is prohibited in some countries including Pakistan..That's why Samsung dont include call recorder inorder to follow the rules and regulations of countries..If you really need it somehow, you can get it by changing "Regional Code" of the handset..
Process is little bit technical, hence, a common user may not be able to change it.

I got call record in my cell phone by changing Regional code "Pakistan to Egypt"
