I got this information from within the Netflix app.
It is very disappointing to see that a mid range Samsung phone does not support HD playback in Netflix.

cabbed in sub streaming. or outside chrome platform there could be measures available to support HD stream .. when you have L3 support that means it could have outside chrome platform ( here its about platform not the browser chrome ) cryptographic measures to meet L1 or it is cabbed to sub HD streaming

it could happen why this device missed or missing L1 cause hardware manufacturers only need to pass a certification process. This includes the completion of various legal agreements, implementation of some software libraries, and client integration testing to verify support

Google might have not passed the legal agreement on this ! thats it . as google team says Widevine DRM L1 support can not be guaranteed to low range or mid range devices based on policies and legal agreements to allow. its subject to google certifications. its not just about one OEM , Its happend to many oem devices excluding the nokia, iphone ( wv drm L1 part ) and Pixel devices
