My usb tethering doesn't want to work

No matter how much I try it doesn't want to be active

It doesn't recognize my phone even if I've bought new cable still it doesn't work......but when we check my friend similar phone it works .........since I've updated this phone I've lost the option of choosing if I want to transfer file...ect
