South Africa is the only country where the A346E hasn't obtained One UI 7

Every single country where the A346E model is sold has gotten the One UI 7 update except for the South African CSCs. Namely the XFA, XFV and XFE CSCs. That's 25 out of 28 CSCs.

Vodafone which Vodacom, MTN and Cell C are the ones who delaying the update because they service provider for Samsung.

True, but I don't use the A34, I use the Samsung A06 4G. I've been waiting for this update, and I'm in SA (South Africa) right now and still haven't gotten the update. Maybe it might come on the 18th or the 25th of June.
