I have complaint that why samsung galaxy a15 4g havr no any built in screen recorder?

Samsung's screen recorder is not available for Galaxy A15 device, but you can download and use any available screen recorder, like X-Recorder from play store

Built-in recorder is not provided by Samsung for low end devices brother.

Yes I understood your point but I'm saying that they will not add this feature in update.
They always do this, keep many things just for upper mid rangers, and some more things only for flagship phones.

All AI features Samsung providing to s24 series can even work for A15 aslo, but they do not provide just to separate the Normal phones with their flagship phones.

Samsung does not provide all features to all devices. Even with the same chipset, newer models may receive features that older models do not.
For instance, the AI function is rumored to be added to the A35 in a future update, which has the Exynos 1380 chipset.
The A54 also has the same chipset, but since it is an older model, Samsung is not inclined to provide the AI function to the A54.
