It is a budget phone having a FullHD+ screen that is capable of displaying only 1080x2340 pixels. consumer 4K is 3840x2190 pixels. It can not display the remaining 2/3rd of the 4K image? So what point is there for having 4k streaming if it can't show it on screen?
Also, the camera is only capable of recording only 1080p@30fps.
Since both display and camera are not capable enough, Samsung used a lower power cpu and processor that can not support the immense amount of data that is needed for 4K video.
