Samsung Phone lost

My samsung galaxy a7 2018 is lost or stolen.
It doesn't have sim card as well.
It shows on samsung registered device but not in find my application.
over 20 days i haven't connected to network.
If the thief would have do factory data reset 
It means after the reset my samsung will ask samsung account or google account?
