Why can't I watch video in full screen in chrome,opera mini browser??Just I can watch full Screen video in youtube app using fingers to zoom to fill the screen but cant do the same in case of Opera mini,chrome..

I have added both of this app in full screen by going to display>full screen apps..But nothing changes.

That has ro do with the aspect ration in which the video was uploaded (I rhink that), others reading this, please correct me if I am wrong.

No, because the app is running in full screen, and if you zoom in on the video, it will cover full screen but will get cut from the top and bottom sides.
