Hi. A few things you can try that are not mentioned in the post,

Is the flashlight set to on instead of auto? If the scene is bright enough it won't use it.

Does a reboot fix the problem?

Is the phone at low battery percentage <15%, or too hot? It gets disabled in those situations.

If you exit the camera and pull the notification shade then turn on the torch, does it work at all?

It doesn't work even if it is dark where there is no light..
Even if I've charged my phone to 100%..
I set it on instead of Auto.

More things to try:
1) Go to Settings > Apps > Camera > Storage. Tap Clear Cache and then Clear Data. If it still doesn't work try the next thing

2)go to to Settings > Accessibility > Advanced settings > Flash notification. Turn Camera flash notification switch on and then off to clear any system service using the led.

3) Safe mode
Restart the phone while holding the Volume Down button once the Samsung logo appears. If the flash works in Safe Mode using the notification panel or camera, a downloaded app is likely causing the issue.

4) I'm aware that Samsung members app has a diagnostic function in the support tab, but I can't see a flashlight test in there so idk.

5)open the phone app and enter *#0*#
If the device allowed this code to run, the screen should now open up in full brightness with some options, one is Mega Cam (you could have one that says mega Cam (rear) or something like that). Tapping it would open the camera and when you press the button to take a picture and make a loud shutter sound, this test use the flash. If it's not working here or you couldn't do this test

All of this hopefully rules out any software causing the problem. I doubt it would help but you can waiting for an update or a factory reset (backup your stuff first). At this point it's probably not worth doing and If you don't want to do that

I don't have anything else to try so I'm going to say it's a hardware problem and you should visit a service center. Maybe the LED is dead or it got disconnected somehow.
