Galaxy AHi oet3r, please find the below steps to try;
>Open the Camera app.
>Tap the Settings (gear icon) in the top left corner.
>Scroll down to find Shutter sound and toggle it off.
If the issue persists, please share the device model.

Galaxy AAlright, please find the below step to change system Volume:
Samsung splits audio into different categories: Ringtone, Media, Notifications, and System. The camera shutter is usually tied only to "System."
>Press the Volume Down button on the side of your phone.
>When the volume bar appears, tap the three dots (...) at the top of the bar to expand it.
>Look for the slider with the wrench (spanner) icon—this is your System volume.
>Slide that specific one all the way to the bottom.
Result: Your ringtone and videos will still make sound, but the camera shutter (and keyboard clicks) will be silent.
