Just Go to Phone App then three dots above top right corner and then Settings (Call Settings) and then Suplimentary Services and then active the Call waiting option for Both Sims..This is how it works in Our Indian Region...Check if it works for your region too if not from Indian region...

You question itself gives the answer .

when the sim1 used than only sim1 will show call waiting , sim2 is not used so no call waiting notification. its operator service so handset has nothing to do with this feature
