1) In the first screen shot when I use navigation buttons the Quick Panel has 3×4 button order.

2)In the second screen shot when I use navigation gestures the Quick Panel has 4×4 button order.

It can be fixed in Android 11 One ui 3 ?

if your device supports Goodlock app then try quick star module

😅yes I use that much brightness only because it is so much glare when I use high brightness . it is visible clearly in that brightness.
