Notification Panel not swiping down

Notification Panel is not appearing after swiping down. Screen Touch is okay. 

What could be the solution

Restart device

Did several times. Also did factory reset. Nothing seems to work

Do a test of screen on Samsung members then if there are any issues u are facing u can go to nearby service center. If the test shows that it is normal try clearing the cache of One UI home and then restart your phone

Works in Home screen but not working while operating in apps.

Touch testing result is okay.

Okay, which apps do u use? With which apps does it happen. If all name them

Happening with All apps.
I cannot swipe down and access this panel. Sometimes phone is also hanging up for 2-3 seconds
