I can't turn on the notification for missed calls. I've tried everything. Please advice

This toggle is already on. It's greyed out so that you won't be able to turn it off. See the screenshot from my Note 9.
You you face any issue because of this toggle?

you mean the app icon badges? I turned it off, restarted my phone, I still don't receive the popup icon of a missed call

once scan your third party apps who is controlling your calling features like true caller and any.. if you found that apps once uninstall it and check the same.. hope it will resolve
