I think your device storage is full so this problem happens. turn on safe mode for troubleshooting. after that your problem is resolved

in safe mode same issue occured and factory data reset will also not work.
It major bugs in samsung software everyone getting such issue

In safe mode some apps or services are not worked. when you turn it off, then you can use that apps normally.
