It's not google weather that uses microphone. It is google app.
Open google app info and disable it if you don't want it to access microphone.

It is the Google app which uses microphone not Google weather . To disable it opne Google app info and then disable if u don't want Google to access microphone

Google app uses your microphone for voice search or for activating Google assistant by saying 'Hey Google'.
