Why cant we play games at 90fps on a 90hz screen speaking from A52

FPS and refresh rate are two different things, so 90hz ≠ 90fps.

It is capable of outputting 90 fps in, some apps though

It varies with the app/game you use and your GPU. Yes, you can get 90FPS, but some apps don't support it while other apps may be too high-end for the device's GPU to handle. (i.e. Imagine playing 2077/FIFA 22 or any 2021 games on an Intel i5-4590 with an Intel GPU. You won't get good fps).
