Galaxy AIt's a feature only found in high end devices so you should have that as you have Note20U 🤔🤔🤔
Check in Settings > Connections > More connection settings > Download Booster
It will be turned on by default.

I don't know whether Samsung removed it in One Ui 3 or not as I never had that option. But this option was available in One Ui 2.0 in flagship devices. 😅😅😅
