I can't install samsung video player in my samsung a54 5g phone previously I used samsung a33 5g and it has video library app in galaxy store .

Samsung Video Player was discontinued. Now only the pre installed app is there. As far as I remember it has been more than 6 months since the discontinuation. If you really need you can still download the Apk of Samsung Video Player from Apk Mirror and install it on your device. Or you could also use Google Photos.

Yes samsung a54 has that build in video player but it doesn't has video resume feature in the gallery I mostly use mu phone to watch offline video this missing feature disappointed me so much

No there is an option as "Play Video" in the bottom section when you click on that you will be sent to the inbuilt video player app ( Gallery app is not the in built Video Player ). There you have video control features.
The app which I stated which was discontinued was the Video Player ( Library ) app that was listed in Galaxy Store, but still there's a system app named Video Player. ( If you want to check if it is available go to Settings ---> Apps ---> Show System Apps then it will be visible. ( It must be there ) )

It depends on where you download it from as for now Apk Mirror is said to be safe and also I have downloaded multiple Apks from it and is still using those apps ( which includes Samsung Secure Folder, Good Lock app and all it's modules and also Good Guardian app and all it's modules ) I have not yet faced any issue.
