Be assure below given steps will imporove the picture quality:- 1) Poor Camera Image Quality:- Check physical condition of your camera lens. 2) Please check there is no laminated or tempered glass pasted on camera. 3) Camera > Settings > Reset settings> Reset. 4) Check device in safe mode:- Power off the device > Press and hold the Power key for one or two s seconds to turn on the device > When the logo appears, press and hold the Volume down key. (To exit safe mode Restart the device).

no there is not settings problem or blurry camera lens... now samsung provides poor quality cameras with big Megapixels... if you can try just compare Samsung Galaxy a5 2017 photos with Samsung Galaxy a50 photos... you can feel the difference... we can see beard hairs with a5 2017 selfie but not with a50... and same thing with rear camera...
