Application still running after restarting phone

In my galaxy A70, Even after restarting the phone, the previously opened application is still opening. Which mean,  Is it normal thing?

Still opening means opened app is still in background after even restarting....Am i right..
If so it's 100% NORMAL

which means, its something like this. The apps used before restarting will still look like this image after restarting.

Oh yes its totally fine .... thats the way restarting happens in my device and others too

You have to close the apps. Restart doesn't close your apps.

If you do not close the apps before the restart, they will be on open apps. That's the normal procedure.
