yes.I think it depends on the software version.Im using an s8(android 9 oneui 1.0) here s the method I used.
settings -> About phone -> software information -> continuosly click on build number untill developer mod is turned on.
go back to settings -> scroll all the way to the bottom and click on developer options -> scroll all the way down untill you find force allow apps on external -> Turn it on
Go back to settings -> Apps -> select whatsapp/facebook -> click storage and you will see a button to change storage location.
**Dont mess with other deveoper options if you dont know what you are doing**
