There are lots of aspects to be taken care of while releasing the update like checking the stability of UI , check for bugs and test the UI many times before it's global release.
Countries are phased depending on their server bandwidth, Network operator, quantum of number of mobile phones and models in that region and other dynamics.
These are the factors that cause the delay in OTA update for new update.
If all countries are provided the update at once, it may cause the server to break down causing even more problems
