SEND ERRORS REPORT TO SAMSUNG ABOUT THIS ISSUE BY GET HELP TAB IN THIS APP >ERRORS REPORT > SEND REPORT

ALSO CLEAR CACHE OF ONE UI HOME APP ONCE

SETTINGS > APPS > ONE UI JOME >STORAGE >CLEAR CACHE

THEN CHECK STILL PROBLEM?

Yes, I have similar issue for my M12, it's all about samsung mobile trying to auto adjust background according to content on the screen. For me most of time it's stuck rather than blinking. For me just Reboot fixed the issue all the time.
