Call recording is avilable on android 9.0 and above.however the call recoding setting is on phone app settings you can find it.

I think it is not avilable in 1 ui 3.0. Check your 1ui core version.

Are you using surely A51? Because the call recording option is available in the Phone app.

Phone app > Settings > Record calls > Auto record calls

If you have any updates pending install them first. Also, Play Store apps and Galaxy Store apps. I can see on your notification bar there has a pending software update.
