i got the same issue i plugged out the cable and plugged in the issue resolved

go to system settings and clear data and cache of USB settings. i had the same issue but by doing this has resolved the issue

settings < apps < show system apps < search USB settings < force stop < go to its storage settings and clear cache and data.
