A32 stuck at "phone is starting"

My phone is stuck at "Phone is Starting" after restart. I have done everything like reset cache partition also hard restart but nothing happened. Any solution without losing data?

I have tried to disable power saving option under settings with no luck.

I have reset settings to default (not device factory default).
