My A14 Samsung when is off it doesn't ring alarm can you give me any idea how to sett it to ring alarm even the phone is off.

Just call the store where you had bought your smartphone

I did but it says the phone must be on for alarm to ring or on flight mode

As far as I know these modern day Samsung's don't do that anymore. The phone has to remain on if you need to use an alarm so if the phone is off or the battery is dead, the alarm won't go off.
