Video brightness does not increase in Streaming Apps

Increasing video brightness in Streaming apps like Netflix, Hotstar, Amazon prime video does not work properly. The brightness can be lowered down to minimum but when increasing, it only is increased like halfway, after that it does not increase at all. Only the brightness of the subtitles increases blindingly. I have video display settings set to Bright in advanced features. 
I understand this can also be because of HDR content but the brightness is just too low at times and seems like a bug. 
Model - S23 Ultra.

App compatibility issue you can turn on video brightness- Bright in setting for all apps it will increase extra brightness for watching contnt
