They are probably busy working on the One Ui 5 beta for the flagships. I think this One Ui 4.1 beta is pretty stable and the wait doesn't bother me that much. For those who have not joined the beta I am assuming they don't care about the minimal feature changes that One Ui 4 will provide and are busy with their life. There is no in between.
