In OneUI 3 we had distinct notification sections which help sort the notifications in Alerting, Silent/other notifications.
Also all other android skins/OEMs have three distinct sections Conversations, Alerting, Silent/Other notifications which provides easy clarity and one can easily read the important notifications firsts skipping the other notifications.
Current approach of mixing all silent and alerting notifications give us very messy implementation and irritating not easy to use Notification Panel.
