The option to prevent the access of quick settings on lock screen has a bug where it works once and then it stops working and let's you open the notification panel along with the quick settings tab on lock screen even after with the blocker option in secure settings under lock screen settings is enabled.
You can see that even after enabling the secure settings about not being able to access the quick settings is bugged as shown in the video you can access it in the lock screen.
"Lock Network and Security" = it will allow QuickPanel to be accessed on Lockscreen. It only prevents from toggling the secure tiles in QuickPanel like MobileData,WiFi,Bluetooth,Location.
