When my phone's birghtness is at its lowest because it was night and I want to make it bright again in the morning, could samsung maybe add a feature where the brightness of the brightness bar is always very bright?
I don't like adaptive brightness, so the above mentioned would help a lot.

No, but they made sure you can adjust it how ever you want whenever you want.

Or you could just long press on the Quick Panel's brightness slider to turn it on
But when a Samsung OLED screen gets left alone, untouched, while on for extended periods displaying bright colors/images, they start permanently sticking around as faded images. Samsung calls this "burn in"; that's why it's not recommended to use your phone at full brightness

Very true actually. Screen burn in is very common and it's best to try and not use full brightness to prevent it from happening

I mean only this part of the quicksettings panel should be medium brightness all the time. It is not like it will burn into the screen because it is not always showing on the display.

You can easily solve that if Modes & Routine is available on your phone. Find it in Settings>Modes & Routines.
1. Turn off Adaptive Brightness.
2. Create a routine that repeats every morning at the same time. When it runs in the morning, the brightness is set to 42%.
Example:
If
Specific time
6:00
Everyday
+ Add condition
Then
Brightness
42%
+ Add action
Cancel Save
