You can get rupee symbol if you download hindi language for Samsung keyboard.

but majority of Indians use English language than regional language,so Samsung need to provide Default rupee symbol

You need to set Keyboard language to ENGLISH ( INDIA ) . install the ENGLISH ( INDIAN ) language from available language ( for first time it will ask to update languages )

generally keyboard language is set to ENGLISH ( UK )

so change to ENGLISH ( INDIA )

you will get the symbols

btw there is no English(India) ,it shows only regional language's only
