I dont know why the use or the reqson of making apps there are not working worldwide only in some countries . I guess i have to move and live in US or 
UK so all samasung app can work! 🤷🏽‍♂️🤔

use vpn then connect on usa then u will find it in galary store . But first clear the app cache and data then connect to usa server by the vpn then go to galary store u will find it

i still cant find it, even when using vpn, usa location.

in one ui 3.0 it was available to all country
