1 It is useless when there is no network

2 there should be some offline mode like Google

3 It will be better if we can use it in more language      other than English

No!!!! Bixby is best because it can control mobiles setting,scroll down,off the phone & on the phone with voice but Google assistant can't

Bixby or any assistance app is usefull at their fullest only when you have proper smart device setup

without smart device setup for only phone no assistance will work without internet except some basic commands

all the commands in Bixby needs network basic commands tooo
if we were not in internet network it is useless

Bixby has some basic commands which dont need internet ..and By the way what smart device You have configured with bixby ??? watch , TV CAR , player , AC , FRIDGE ??? if not than whats your issue with bixby
