Check your CSC and jet down here. From Settings - about phone - Software Information - Service provider.
The CSC code for Saudi Arabia is KSA. For now, if you had a mada card, you aren't able to add the card. The only solution in this is to change CSC to KSA or wait longer until Samsung activates the service for other devices from other regions.
