جالاكسى SSamsung wallet is required to sign an official agreement with SAMA (saudi central bank) in order to activate the app within Saudi payment system. Apple pay has already signed this agreement while samsung has not. Of course, samsung has a sole discretion to sign and agree on the terms or not. However, it seems (but I am not sure) that the agreement is coming to a final stage. This apply to any digital payment company, like google pay, stc pay, samsung pay, mobily pay, etc. I hope this answers your question.

جالاكسى SAlso In fact Samsung Pay didn't respond to "Saudi Payments" when they offered them to provide their Payment services in KSA. and so as the other Payment services providers... except for Apple Pay who was the first to respond (as mentioned by Mr. Ziad Al Yusef CEO of Saudi Payments) in a podcast episode 4 years ago.
