Why i can't change my csc from tgy to egy

Everyone do it and change it successfully without root but i can't change it

EGY is under the OXM group of csc codes for several countries like (Egypt, Saudi , UAE, ...)
TGY is for Hong Kong which may be not a part of the OXM group that's why you cannot change.

TGY is also for model number SM-9080 for Hong Kong (Dual sim card but no esim)
Middle east model (SM-908E/DS has 2 physical SIM cards plus esim

Which csc can i move into it
