There is a solution in the good guardian module (can be downloaded through the galaxy store). After that, download the thermal guardian module and open it. After that, put the slider to where the + is located
PLEASE NOTE THIS WILL MAKE THE DEVICE HOTTER AND MIGHT DAMAGE IT OVER TIME.
Then the frames drop issues should be fixed, but again, I don't recommend this as it might damage your phone
Try the following:
Dial down the graphics settings in the game
-clear background apps

There is no solution for that. The processor is a physical component, and it heats due to the use of its power. The S21 Ultra is becoming an old phone, and while it's still a great one, it started to have problems. If you can consider upgrading as games are becoming a lot more demanding requiring alot more power

Also, buy one with snapdragon, not exynos. While it's getting better, it still generates more heat than snapdragon,
