Photos and videos keeps stopping

I always get this Message when I try to upload images in any app

How to fix this? Without resetting my phone

I tried clearing all cache from all apps.

Please help

Which app are you using  Samsung gallery app or Google photos? 

Some users were facing this issue, and downloading photos and videos 15 Google LLC version solved the issue
