Hi everyone I was hoping if you guys suggest some devices for me I'm looking to buy a new phone for my dad he is currently using Samsung note 8 having issues. I want to get him a new phone from Samsung that is both and use one I don't need something fancy or advance something simple will be good especially the price range I'm looking in under 1500 riyal

Grab S23 FE for him.
FE has perfect specifications with low price, 128GB it is about 1460SR.
Each color has a different price. You can go with s22 FE, but the latest versions will be better

I dont think s23 fe justifies the price when you can get a phone with 100x zoom 108 mp s pen for the same price and the price also changes when you have higher storage models

I do not recommend you buy him a new phone buy him a samsung s21 ultra it is very fancy and well under 1500 sar it is a good choice has an amazing camera i used to have it until it got pickpocketed and i bought s22 ultra try to find the s22 ultra it will be more expensive but it has more years of software updates left and has an s pen the camera is the same as s21 ultra
