Can't download apps

Can someone please tell me why is it that when I try to download some apps my phone says "this app is not available in your country " and yet I am in the country where the app was created and my GPS is always on?

Is it Samsung Pay that you are trying to download ?

No its saschat, an app from one medical insurance in South Africa but I bought my phone in Saudi Arabia
